Robert Lukowski

Lieutenant Robert Lukowski joined the Harlem-Roscoe Fire Protection District in December 2005 and has dedicated his career to serving both the fire service and law enforcement.

In 2006, Robert earned his Basic Operations Firefighter certification, followed by his Firefighter II certification. That same year, he obtained his Emergency Medical Technician-Basic (EMT-B) certification before advancing to become a Paramedic in 2011. In 2012, he earned his Illinois Office of the State Fire Marshal Fire Apparatus Engineer certification, along with Fire Service Vehicle Operator (FSVO) certification. Robert has also served as an American Heart Association CPR and First Aid Instructor and has completed FEMA Incident Command System (ICS) 100, 200, 300, and 700 courses.

In addition to his fire service career, Robert has built an accomplished career with the Winnebago County Sheriff's Office, where he serves as an Operations Captain, overseeing the county jail and its daily operations. Throughout his law enforcement career, he has completed numerous advanced leadership programs, including the Public Agency Training Council First Line Supervision, Field Training Officer (FTO) and Field Training Supervisor certifications through Field Training Associates, the Northwestern University School of Police Staff and Command (SPSC), and the Federal Bureau of Investigation's Supervisor Leadership Institute (SLI), Command Leadership Institute (CLI), and Executive Leadership Institute (ELI).

Robert is deeply committed to serving the community beyond emergency response. He organizes the department's annual Golf Play Day, an event that has raised more than $130,000 over the past eight years. All proceeds are donated to schools within the Harlem-Roscoe Fire Protection District to support educational opportunities for local students.

For more than a decade, Robert has also volunteered his time each October to present fire safety and first aid education to students throughout the Harlem School District, helping educate young people on emergency preparedness and injury prevention.

Robert's dedication to public safety, leadership, and community service reflects his commitment to making a positive impact both on and off the job.
