Todd Monahan
Battalion Chief
Battalion Chief Todd Monahan was sworn into the Harlem Roscoe Fire Protection District on May 26, 2026, bringing with him more than 30 years of progressive fire service experience. Chief Monahan began his career in 1995 as an Intern Firefighter with the Maple Bluff Fire Department in Madison, Wisconsin, where he developed the foundational skills and commitment that would guide his lifelong dedication to public safety.
In 1998, Chief Monahan was hired as a Firefighter/EMT with the Appleton Fire Department in Wisconsin and later joined the Rockford Fire Department in Illinois on April 5, 1999. Over the course of his distinguished career, he steadily advanced through the ranks, serving as Firefighter/Paramedic, Lieutenant, Captain, District Chief, Division Chief of Administration, and Division Chief of Operations. His leadership has been marked by a strong focus on operational excellence, personnel development, and community service.
Chief Monahan holds an Associate Degree in Fire Science from Madison Area Technical College and a Bachelor’s degree in Fire Service Leadership from Southern Illinois University. He has earned numerous professional certifications, including Chief Fire Officer through the Center for Public Safety Excellence, Fire Officer II, Incident Safety Officer, and Illinois Professional Emergency Manager, among others.
He is married to his wife, Sarah, and together they have two children, stepson Cole and daughter Bree, as well as a grandson, Caius.
