Lt. Ryan Donner joined the Harlem Roscoe Fire Department in September of 2021. He was promoted to the rank of Lieutenant on January 23, 2023. 

Ryan grew up in Dixon graduating from Dixon High School in 2010. Ryan became a Paid-on-Call Firefighter in January 2010 at the Dixon Rural Fire Department. Prior to that Ryan was a Cadet Firefighter for a year and a half. Ryan became an EMT-Basic in July of 2012. Ryan is currently enrolled in the SwedishAmerican EMS System Paramedic program, and will graduate in July 2023. Prior to coming to HRFD, Ryan was a full-time Emergency Dispatcher at Mercyhealth's RockCom Dispatch Center, and was a part-time Firefighter/EMT-Basic at South Beloit Fire. Ryan’s certifications include Advanced Technician Firefighter, HAZ-MAT Operations, FSVO, Ice Rescue Technician, Rope Rescue Operations, Vehicle and Machinery Operations, Fire Officer I, Instructor II, as well as several others.

Ryan currently works full time as a contract Firefighter/EMT-Basic with HRFD through PSI and part-time at Blackhawk Farms Raceway as a EMT-Basic. Ryan is the department's quartermaster. Ryan received the South Beloit Fire Department's Excellence in Leadership Award for 2019.
